World Class Tier List
Welcome ladies and gentlemen! This is a a tier list of every single character unlockable in Plants vs Zombies Garden Warfare 2, with the exception of the Unicorn Chomper, created by Jacob Curnow. The individual that created this tier list claimed the Playstation 4 #1 Rank for the gaming title shortly after launch, as well as the overall multiplayer vanquish count Playstation 4 World Record.
This tier list is based on fighting game tier list theory, ranking each of the games 119 characters in terms of overall efficiency. It is strongly worth noting that, in Jacob's opinion, the overall efficiency of a character can change from Turf Takeover to other gameplay modes like Team Vanquish, therefore this tier list is exclusively and 100% based on each of the characters overall level of efficiency in the Turf Takeover mode, which Jacob considers to be the most challenging of all gameplay modes.
The tier list grades each of the 119 characters based on a scaling letter graded system, from "F" to "S" tier, the latter of which is the highest rated tier in the game, standing for "Super Tier". In order from lowest tier to highest, the tier list is constructed from F, D, C, B, A, and S Tier. Each of the letter graded brackets are broken down into an even more detailed grading system. For example: Characters in the A range can be graded as A Minus Tier, A Tier (in the middle of A range), or A Plus Tier. It is worth noting that tier lists are ultimately the combination of both science and opinion generated by expert players.
Also worth pointing out is that each of the 119 characters graded in this tier list has the ability to go through an extensive leveling based system from the characters baseline, all the way to "Master". While transitioning from the baseline to "Master", each of the games characters will unlock a series of eight upgrades, all of which can be applicable in the multiplayer gameplay modes. Despite the fact that each of the characters in Garden Warfare 2 has a maximum of eight applicable upgrades, each character can only apply three at a time, meaning that there is a sense of customization for each character.
At the very bottom of this guide is a list outlining every possible unlockable upgrade for the games 119 characters. More importantly, Jacob's tier list has taken him nearly two years to construct, with him having upgraded every single Plants vs Zombies Garden Warfare 2 character in multiplayer -- which is ultimately what this tier list is based on. Finally worth noting is that this tier list is also based on a characters ability to operate at MAXIMUM CAPACITY in multiplayer, meaning that each character was not graded until they had reached "Master" status, with all of the characters upgrades available for use. Citron: A Minus Tier
Standard Citron has relatively solid damage capabilities, but suffers the same downsides that all Citrons do, such as a large hitbox, seemingly slow movement, etc.
Frozen Citron: A Minus Tier
Frozen Citron is a decent character but falls into the same bracket as other A Minus tier Citron's, albeit for different reasons. Operating at length can be a challenge for the Frozen Citron, making him (and other Citrons) much more effective at close range, but also leaving him vulnerable.
Electro Citron: B Plus Tier
Electro Citron has a very powerful charge up shot, but do to his large hitbox and seemingly slow movement speed, it becomes increasingly irrelevant in Turf Takeover to land the triple charge up electro shot on a solo player, and landing the same shot on a person in a group (or the group itself) is LESS relevant due to electricity damage arc nerfing, which leads to the next option for this character: which is semi auto fire (of which is very limited in damage).
Iron Citron: B Plus Tier
Iron Citron can be one of the most consistent characters in the game and/or on the Plant side. His double reload option makes his shots very effective, albeit limited in damage at a long range. The Iron Citron's primary weapon does its maximum damage in close range territory, and Iron Citron benefits from a 50 point health boost over other Citrons. Even with the health boost, however, the Iron Citron can be double teamed by lesser players quite easily. The strongest option for an Iron Citron is, unfortunately, cherry picking weakened players from a distance in order to build his meter.
Party Citron: A Tier
The Party Citron builds his meter relatively fast, if used properly, but does low damage, and requires a type of consistency that some players may not have.
Toxic Citron: A Minus Tier
This character is absolutely fantastic for area bombardment, and is unquestionably a nuisance/pressure based character, particularly to people who do not know what is hitting them. However, the Toxic Citron's sheer damage inflicted on opposing players with splash damage is relatively low.
Rose: S Tier
Standard Rose is one of the best characters in the game due to her automated homing weapon, her small hitbox, excellent abilities, and maneuverability options.
Druid Rose: A Tier
This is a poison variant Rose that simply does not have the level of impact as the standard variant unless the opposing team is clustered and/or boxed into a choke point, or the Turf Takeover circular objective point.
Fire Rose: B Plus Tier
Fire Rose, like any other fire based character, does continuous damage after each shot landed. However, she is also a charged based character (with three levels). While in the process of charging, Fire Rose cannot jump, which effectively reduces her movement and overall efficiency by a large margin, especially when compared to the standard Rose character.
Ice Rose: B Tier
Ice Rose is very similar to Fire Rose, minus the obvious elemental difference. Her movement weaknesses combined with the lack of continuous damage after landing a shot makes for a grade down on the tier list, just below Fire Rose.
Party Rose: S Minus Tier
This character does one less point of damage (per shot) than the standard Variant Rose, and does one more point of damage during her "Party" phase, making the Party Rose one notch below the standard variant.
Necro' Rose: B Plus Tier
The Necromancer Rose is approximately the same, in overall efficiency, as the Fire Rose.
Kernel Corn: B Plus Tier
This character does very healthy damage on targets, but the character may require a very clean firing angle to finish off said opponent.
BBQ Corn: B Plus Tier
BBQ is a relatively solid pressure based character on offense, but (with the ammo upgrade equipped) has 15 less in the clip than standard variant Kernel Corn, and many players may realize that BBQ Corn requires quite a few shots to take down an opponent
Mob Cob: B Tier
This character does slightly more damage than standard variant Corn, but has a lesser rate of fire and a smaller clip, by comparison. Mob Cob's trick is that he has piercing bullets that can pass through multiple zombies, yet this function is so situational that it's overall efficiency ends up being very rare.
Pops Corn: B Tier
Pops Corn does excellent damage, but fires in three shot bursts, and has a smaller ammo clip than standard variant Corn.
Party Corn: B Plus Tier
Party Corn does excellent damage and has his damage output (and speed) enhanced after getting several vanquishes.
Commando Corn: B Tier
This is a relatively solid Legendary character (with meter) advertised as having "splash damage". Unfortunately the splash damage is so low that players may tend to rely on direct shots instead, and with "shared vanquishes" not adding towards the characters meter (like Party Legendary's), Commando Corn finds himself slightly less effective than Party Corn.
Peashooter: B Tier
Standard variant Peashooter has decent splash damage capabilities, but is at a very strong disadvantage when taking on opponents on level ground, especially when he is caught without one of his "hyper" abilities. Peashooter tends to be most effective when operating from a high point on defense, but unfortunately can be neutralized with a rushdown.
Fire Pea: B Tier
Fire Pea is a situational character that all of the same flaws as standard variant Peashooter, but with less damage per shot and the added benefit of extended damage after landing said shots (via fire damage). Ultimately, the Fire Pea's differences seem to standard Peashooter seem to balance out, making the two characters approximately the same in effectiveness.
Ice Pea: B Plus Tier
This particular character has all the disadvantages of other Peashooters, but has the added benefit of being able to slow down, and eventually freeze, an opponent with each consecutive shot. With Peashooter's at a disadvantage on level ground, the added ability to slow down an opponent gives Ice Pea players the advantage of landing more consecutive shots quite easily, especially due to the fact that splash damage also does ice elemental damage.
Toxic Pea: B Tier
Toxic Pea does extended damage after each consecutive shot, similar to the Fire Pea, but also does area damage. However, his overall efficiency is approximately the same as Fire Pea, albeit slightly better.
Commando Pea: A Minus Tier
Commando Pea is very similar to other fully automatic weapon characters like the Zombie Soldier, or Sunflower, but with a slightly slower rate of fire compared to characters with the fastest weapons. This particular Peashooter is one of the most viable Peashooter's on level ground when going up against Zombie opponents, and the Commando Pea can utilize his abilities and small hitbox to completely dominate Zombie opponents, if used properly.
Agent Pea: Unlike the majority of Peashooter's, this is a precision based character that does "double damage on critical hits". Agent Pea can be approximately as effective as Commando Pea with the proper amount of discipline and skill, although Agent Pea has less health than most Peashooter's, with a default setting of 100 health.
Law Pea: The Law Pea seems to be more of a gimmick based character than anything else, but is ultimately precision based with six shots in the clip at a time. Players using this character can do so effectively if they are able to get used to the clip size and damage output, however, the Agent Pea seems to be more effective overall, by comparison.
Plasma Pea: A Plus Tier
This is a triple phase charge based character that does absolutely titanic damage with a triple charge shot on direct contact. This is a character that is very hard to beat in a one versus one situation, provided the Plasma Pea user identifies the opposing player at about mid-range from the front side. Some charge based characters cannot jump while charging their weapon, but not only can the Plasma Pea still jump while charging, he can jump while charging and in his hyper phase.
Rock Pea: B Minus Tier
The Rock Pea's feature is that he trades a slight to moderate reduction in movement speed for 25 points of additional health. Unfortunately for this particular character, his damage output at long to medium ranges (both in contact and splash damage) is quite poor. His lacking long range damage output, in addition to his already terrible movement speed and rate of fire, makes the Rock Pea a relatively weak character.
Electro Pea: B Plus Tier
The Electro Pea can only fire one shot at a time but can detonate each shot fired by pressing the fire button a second time, which does area damage. In addition to the Electro Pea's area damage, this particular character also does electric damage, but the Electro Pea seems to be relatively situational, with him being most effective at mid to close range when dealing with weakened clusters of enemies.
Chomper: D Tier
The Chomper is one of the very few characters in the game where the overall level of efficiency can change dramatically from game mode to the next. Unfortunately for the Chomper, he can turn out to be relatively innefective in Turf Takeover. Despite the fact that the Chomper has the edge in beating out just about every Zombie in a one on one, the Chomper can often get double teamed by players who aren't even required to have a moderate level of skill.
Fire Chomper: C Minus Tier
The Fire Chomper has a more effective means to defend himself in Turf Takeover than does the standard variant due to his ability to spray fire damage.
Hot Rod Chomper: D Plus Tier
The Hot Rod Chomper's speed abilities make him slightly more viable in Turf Takeover than the standard variant Chomper.
Power Chomper: D Tier
The Power Chomper offers the same overall level of efficiency as the standard variant. This particular character obviously does electricity based damage, which is heavily effective against groups of people. Unfortunately for the Power Chomper, groups of people tend to very often neutralize the Chomper's effectiveness, sometimes regardless of the level of Zombie skill.
Count Chompula: D Tier
Count Chompula's ability to regenerate health is a relatively solid gameplay feature in and of itself, however... In order to regenerate said health, Count Chompula has to swallow a Zombie (leaving him vulnerable in the process), and in Turf Takeover, the health regeneration feature is relatively obsolete outside of one on ones. With Count Chompula's 25 point health drop compared with the standard variant Chomper, Count Chompula turns out to be about as effective as the standard variant, perhaps even less effective in some games.
Toxic Chomper: C Minus Tier
The Toxic Chomper has a spray ability and, similar to the Fire Chomper, does continuous damage after landing its primary attack, due to the toxic elemental damage. The Toxic Chomper is approximately the same in overall effectiveness compared the the Fire Chomper, despite some mild differences between the two characters.
Armor Chomper: D Tier
This character has the highest health for a Chomper in the entire game at a baseline of 225 points. In addition to the Armored Chomper having higher health, he also does more damage (50 per bite with a damage upgrade applied), but sacrifices some speed for his enhanced health, both in terms of his attacking speed, as well as his movement. The Armored Chomper's enhanced armor and attack options, combined with the tremendous downside of his lacking speed, make him about as effective in Turf Takeover as the standard variant Chomper.
Chomp Thing: D Tier
This characters ability to regenerate health "faster than your average Chomper" is absolutely spectacular, and is certainly as advertised, however... The Chomp Thing has a titanic drop in health, compared with the standard 175 down to 135, as a trade off for the faster health regeneration, ultimately making the Chomp Thing approximately as effective in Turf Takeover as the standard variant Chomper.
Yeti Chomper: B Tier
The Yeti Chomper is the only Chomper in the game that features a projectile as its primary weapon, and the character itself has a few subtle advantages all dovetailing together with generalized Chomper advantages, making it the most viable Chomper in Turf Takeover.
Disco Chomper: C Minus Tier
The Disco Chomper has all the benefits of the standard variant class, with the added benefit of 2 points additional damage output (per bite) and the Legendary meter.
Sunflower: A Tier
This is an absolute excellent character with a wide range of assets, including an outstanding primary weapon, the ability to self heal, and a surprisingly effective counter against the Z-Mech.
Fire Flower: A Minus Tier
The Fire Flower does slightly less damage (per shot) than the standard variant Sunflower, but obviously does extended fire based damage. Unfortunately the Fire Flower's clip size nearly cuts the standard variant Sunflowers clip in half.
Power Flower: A Minus Tier
This character does slightly less damage than the standard variant, but has elemental based damage (in the form of electricity), however; the electricity based damage was nerfed a very long time ago.
Shadow Flower: A Tier
The Shadow Flower is very similar to the standard variant Sunflower, with the added advantage of a higher rate of fire.
Mystic Flower: B Tier
This character can be hit or miss and does excellent damage with its charge up shot, but the Mystic Flower can be at a disadvantage upon missing the charge up shot.
Metal Petal: B Plus Tier
This character damage output, in combination with its slower speed, often allows Zombies to escape a firing angle before getting vanquished, but the character is still very viable if properly used.
Sun Pharaoh: B Plus Tier
The Sun Pharaoh has a triple shot burst primary weapon in the face of an automatic, but does several points more damage (per shot) than the standard Sunflower does.
Alien Flower: B Plus Tier
The Alien Flower operates like a precision based poison variant and can be extremely viable if used properly, especially after the character has been buffed.
Vampire Flower: B Plus Tier
The Vampire Flower has 25 points less health than the standard variant and about half the clip size, but self heals with each shot landed by the primary weapon, making direct head to head exchanges very winnable.
Stuffy Flower: B Tier
This variant comes across as a gimmick based lesser version of the standard Sunflower variant with a feature that is often not beneficial to the player controlling Stuffy Flower.
Cactus: S Minus Tier
In the hands of a skilled player, the Cactus is one of the most dangerous characters in the game for the Zombies.
Fire Cactus: A Plus Tier
The Fire Cactus does far less damage per shot than the standard variant, but is still extremely good in the right hands, and obviously does continuous fire based damage after each shot.
Ice Cactus: A Tier
The Ice Cactus lives up to his name by having the ability to slow down and freeze his targets. The downside for the Zombies is that the Ice Cactus is a precision based sniper, and the slower Zombies become with each consecutive shot, the easier it is to land shots on them; especially headshots.
Power Cactus: A Tier
This character is a standard electricity themed character, but employs the precision based accuracy of the Cactus.
Future Cactus: A Plus Tier
The Future Cactus can potentially do over 100 points of damage in one level three charge shot, and has excellent damage on his standard shots as well. A downside to the Future Cactus is that players need to implement expert strategy to keep Zombies from getting to close, since her no scope/close range shots may not be as effective as stronger Cactus' like the standard variant.
Camo Cactus: B Plus Tier
This Cactus variant specifically has to stay far away from her opponents, but when operating at range, the Camo Cactus can do around 86 damage per shot.
Bandit Cactus: B Tier
The Bandit Cactus comes across as, more or less, a re-skinned Zombie Soldier with a larger hitbox and different abilities. This particular variant can certainly be effective, but seems gimmicky.
Jade Cactus: B Plus Tier
Perhaps one of the smoothest no-scope Cactus' in the game, the Jade Cactus does decent damage, has an excellent health bar, but unfortunately has a reduction in speed to compensate for her increased health.
Zen Cactus: B Tier
This character, like a few others, seems like more of an effective gimmick than an effective character. She features 5 shots in the clip with each consecutive shot doing slightly more damage, but the clip size itself and rate of fire hinder this character ability to be as effective as other Cactus'.
Petrified Cactus: B Tier
This character is similar to the Zombies' Capton Canon sniper and is very situational unless players invest alot of time in the character, or potentially have a 100 inch TV. Even with players investing in the character and having a technical advantage, this character is easily identified by an opposing expert, and most relies on cherry picking at a long range.
Torchwood: A Minus Tier
Torchwood has the most baseline health in the entire game (at 275 points), but also has the largest hitbox. Due to the characters massive hitbox, players generally target Torchwood if he tends to play with a Superman complex, rushing into too many people at once. If the character is played with expert strategy and in a conservative fashion, he can be utilized to a very dominant level.
Imp: B Plus Tier
The standard variant Imp has excellent mobility and decent options, but his damage output isn't as strong as his sheer mobility.
Lil' Drake: A Plus Tier
This can be one of the best pressure based characters in the game if properly used with high level movement and overall skill.
Pylon Imp: B Tier
The Pylon Imp is hit or miss, and the Plants can easily sidestep his direct shots (which do the majority of damage) if they can identify him and then create a bad angle. The Pylon Imp's Z Mech is not a bad option, but overall, the character is relatively mediocre compared to other great characters.
S.H.R.Imp: A Plus Tier
This character has strong, precision based damage, a tiny hitbox, excellent movement, and possibly the best Z Mech in the game.
Z7 Imp: A Tier
The Z7 Imp has semi automatic pistols and does solid damage, but his Z Mech abilities are very situational.
Party Imp: B Tier
This is one of the worst Party and Legendary characters in the game.
Scallywag Imp: B Tier
The Scallywag Imp is, unfortunately, another weak Legendary character. The characters primary weapon requires him to get in close for maximum damage, but the Imp has the lowest health bar in the game.
Super Brainz: B Plus Tier
A character good at multiple ranges, Super Brainz has the ability to be very effective up close and at a distance.
Cozmic Brainz: B Plus Tier
Cozmic Brainz does excellent damage, but his oversized hitbox can make a very strong difference with alot of trades, and for the worse.
Electro Brainz: B Plus Tier
Electro Brainz was an excellent character just after launch, but the slight to moderate nerfs have made him a far less viable character, often falling victim to his over sized hitbox as some of the other Super Brainz characters.
Toxic Brainz: B Tier
This character certainly isn't a terrible Legendary variant, but he tends to be more of a cherry picking character at range, and despite his relatively decent amount of health, Toxic Brainz can lose alot of inside exchanges when trying to get build his meter.
Party Brainz: B Plus Tier
With a fully charged Legendary meter, Party Brainz does around the same damage (or less damage) than characters like Cozmic Brainz, but none the less operates as a somewhat effective mid-tier level Legendary variant.
Breakfast Brainz: B Plus Tier
Breakfast Brainz is a relatively mediocre character compared to the greats, but does solid damage up close, and can still be a viable character.
Captain Deadbeard: A Tier
Captain Deadbeard can take a relatively high amount of skill to bring to an elite level, but he absolutely has the ability to be very effective both on offense and defense.
Captain Canon: A Minus Tier
This is a character that can be very devastating in the hands of a character specialist, especially if the player has a 100 inch 4K TV.
Captain Flameface: A Tier
It doesn't get much better than a precision based sniper with fire damage, making Captain Flameface a very effective character.
Captain Sharkbite: A Minus Tier
Shortly after launch, this was one of the highest tier characters in the game, but is still an effective character after its nerfs.
Captain Partyman: B Plus Tier
This is not a bad character to fool around with every now and then, but its overall efficiency compared with other Captain Deadbeard characters isn't that spectacular.
Captain Squawk: A Minus Tier
This is a solid character at a far range, but the advantages can be neutralized quickly at close range.
Foot Soldier: B Plus Tier
The Zombie Foot Soldier requires patience and often skillfull understanding of the map, and can require good positioning.
Super Commando: A Plus Tier
This character does lightning fast triple shot bursts and has the potential to do over 40 points of damage per triple shot burst. If a player knows how to properly position himself when using the Super Commando, the character can be one of the most dangerous characters in the game.
Arctic Trooper: A Tier
This character is hit or miss, but when he hits, it can be absolutely devastating to the Plant team.
Tank Commander: B Minus Tier
This character is extremely situational and happens to be most effective at close range, but he has low health, and when the Tank Commander is rushing down Plants off of the roof tops, he is even more vulnerable.
General Supremo: A Minus Tier
This is a character that has a very high rate of fire and does pretty solid damage. Mid to close range is where the character is mostly effective.
Camo Ranger: B Plus Tier
This character seems like a slightly different, but slightly less efficient version, of the Super Commando.
Sky Trooper: B Plus Tier
The Sky Trooper seems to be a slightly less efficient version of General Supremo, or perhaps almost exactly equal.
Centurion: A Minus Tier
This character is a semi automatic precision based fire damage character, but for a fire based character, he does relatively excellent damage in addition to the follow up burn damage.
Park Ranger: B Plus Tier
This character is a strange poison variant that only does area damage, as opposed to other poison based variants that do extended damage after shots landed, as well as area based damage.
Scuba Soldier: B Tier
This is another character that can be dominant up close, especially in one on ones, but can also be hit or miss per game, making him arguably a B Plus Tier character on some occasions.
Engineer: B Plus Tier
The Engineer is an excellent bombardment character on offense, and sometimes defense, but can sometimes be hit or miss.
Welder: A Minus Tier
The Welder's shots from his primary weapon travel way farther than the standard variant Engineer, and in combination with his excellent rate of fire and fire damage itself, the Welder turns out to be an excellent character.
Electrician: B Tier
The Electrician has a slow rate of fire, does relatively minimal damage outside of a direct shot, and his shots themselves travel in somewhat of a slow fashion.
Mechanic: A Minus Tier
This is a precision based Engineer variant with a fully automatic weapon that does decent damage, and with the Engineers excellent abilities, the Mechanic is a very viable and relatively high tier character.
Painter: B Plus Tier
This is a precision based sniping character that does relatively high damage, but has slow traveling shots and a slow rate of fire. Direct exchanges between the Painter and somebody like the standard variant Cactus would quickly expose the paints flaws.
Plumber: B Tier
This character is supposed to feature "extra generous splash damage", but still seems to be reliant on direct shots in many cases.
Landscaper: B Plus Tier
The Landscaper is a fully automatic Engineer variant that does relatively solid contact damage and just enough splash damage to clutch some possible vanquishes. He and the Mechanic have a similarity in the sense that their weapons function in a fully automatic sense, but the Landscaper seems to be slightly less innefective that the afforementioned character.
Sanitation Expert: B Plus Tier
This character does relatively minimal splash damage, but is still a viable bombardment character, especially on offense.
Roadie Z: B Plus Tier
This is a Engineer variant that is exclusively close range, outside of using his Bolt Blaster ability. Many close range (only) characters are relatively low tier in Turf Takeover, but the Roadie Z's Jackhammer ability can be a game changer to get in and outside of his opponents very quickly, especially due to its fast charge up rate.
AC Perry: B Tier
This is a freeze based character that simply does not seem as effective as other variants of the same type, like a Frozen Citron or Arctic Trooper.
Scientist: B Tier
The standard variant Scientist is an in and out, stick and move type character that is supposed to be a healer, but is generally used as an ambush character. The only problem is that outside of one on one rush downs, and cherry picking from behind, his overally effectiveness can diminish rapidly.
Marine Biologist: B Tier
The Marine Biologist has a much faster rate of fire than the standard variant Scientist, but ultimately suffers from the same disadvantages, and turns out to be equally as efficient.
Dr. Toxic: B Tier
Dr. Toxic obviously does elemental toxic based damage, but suffers from the same disadvantages as other mid tier level scientists, but the argument can be made that he could be maybe a notch up on the tier list in some situations.
Physicist: B Tier
The Physicist isn't much different in overall effectiveness from the standard variant Scientist.
Astronaut: A Plus Tier
With the combined ability to self regenerate health with not just one, but two particular abilities, the Astronaut is one of the best Scientists in the game with a fully automatic precision based weapon that does excellent damage from a distance and up close.
Chemist: B Tier
The Chemist does less damage up close than alot of other Scientists, and unfortunately for the Chemist, his primary weapon only has the ability to fire close range shots.
Archaeologist: B Tier
This seems to be another gimmick character more than anything else, and he doesn't have anything spectacular that stands out for him as a highly effective character.
Paleontologist: B Plus Tier
This character has precision based fire damage from a distance and has a degree of effectiveness up close as well.
Zoologist: A Minus Tier
This character has a fully automatic close range weapon, and if the player is able to proper read the battlefield, stick and move, then the Zoologist can be be very effective.
Computer Scientist: B Tier
A very mediocre Legendary variant that requires alot of patience, ambush skill, and even that type of skill very often leads to the Computer Scientist easily getting double teamed.
All Star: B Plus Tier
The All Star has a very large hitbox, moves relatively slow, and requires a certain degree of patience to play. The character can be easily double teamed.
Cricket Star: B Plus Tier
Similar to the standard variant and many other All Stars, the Cricket Star has a large hitbox and moves kind of sluggish, making him often situational in Turf Takeover.
Goalie Star: B Plus Tier
The Goalie Star is about as effective as the standard variant All Star.
Baseball Star: B Plus Tier
There are three All Star variants that advertise themselves has having a high rate of fire, all three of them slightly different, however... This is likely the worst of the three.
Hockey Star: A Tier
This character compensates for the All Stars general lack of speed and movement capabilities with an overwhelmingly spectacular rate of fire, and if played correctly, the Hockey Star can be a tremendous force in Turf Takeover on offense, and defense.
Rugby Star: B Plus Tier
This is an explosive damage character, but has a slow rate of fire and tends to operate somewhere in the middle spectrum of efficiency.
Wrestling Star: B Minus Tier
This character does less damage than the standard variant All Star from a distance, and mostly requires him to get on the inside, where he does very respectable damage. The problem is that the character himself is slow, his rate of fire is incredibly slow, and so is his movement speed without a speed upgrade applied. Most characters in the game (on both sides) generally give an inside fighting variant a health buff, and the Wrestling Star should be no different.
Golf Star: B Plus Tier
One of three All Star variants that features a faster (than normal) rate of fire, but the Golf Star also has "impeccable" accuracy and a zoom. Not a terrible niche character, but there are far better Zombie characters in the game.
Moto X Star: C Tier
Another gimmick character that has the ability to shut down the Plant abilities with his shots, but his damage output is spectacularly low.
Tennis Star: B Plus Tier
This is a character that has increased speed, and he does relatively decent damage, but could benefit from a bit more speed.
Hover Goat 3000: A Tier
This is a character can be very effective if utilized with a degree of patience.

Citron: B Tier
The recent patch nerfed the Citron's long range fighting abilities by slightly downgrading his damage output (from a distance), nerfing the EMPeach, and upgrading his close range damage output. Even further, the damage upgrade does not seem to apply to long range damage output. When Citron tries to fight on the inside, however, he can easily be taken down by just a couple of novice skilled players, unless the Citron runs.
Frozen Citron: B Tier
The Frozen Citron does slightly more long right damage than the standard variant Citron, as of May 17th, 2018, but the long range damage nerf tends to force the Citron attempting close range takedowns that very often fail, even against a small group of relatively novice skilled players.
Electro Citron: C Plus Tier
In the recent patch, some of the Citron variants received both buffs, as well as nerfs, with some of their long range damage reduced, and their close range damage buffed. The Electro Citron received nothing but nerfs, overall reducing his effectiveness in Turf Takeover.
Iron Citron: B Tier
The Iron Citron is arguably about the same level, in terms of overall effectiveness, compared to the standard variant Citron, but could potentially end up having better overall games (here and there) with his higher health bar, Legendary meter, and stronger close range damage output.
Party Citron: B Plus Tier
This character does the same level of damage that the standard variant Citron does, except he has a Legendary meter of which can be built with both shared and full vanquishes.
Toxic Citron: B Tier
Toxic Citron was nerfed, and now does the same level of damage (per long range contact shot) that standard variant Citron does, but is still arguably about as effective as standard variant since the Toxic version was nerfed so heavily.
Engineer: B Plus Tier
The standard variant Engineer received a 5 point damage buff on contact shots for his primary weapon, but remains approximately as efficienct as he was prior the the recent patch. As opposed to (arguably) a B Tier character prior to the patch, the standard Engineer is now a strong B Plus Tier character, or potentially a notch higher.
Painter: B Plus Tier
The Painter received nothing but buffs in the most recent patch, giving him a much needed projectile speed increase, as well as some improvements with his aiming reticule, unquestionably making the character an absolutely solid B Plus Tier player.
Plumber: B Plus Tier
The Plumber's main feature was that he was originally supposed to have better than normal splash damage, except it wasn't by much. The recent patch somewhat increased the splash, making the character much better.
Sanitation Expert: A Minus Tier
This has always been an under rated character, but has recently received nothing but buffs, making the character extremely viable.
